Comparing someone to "a fish out of water" is a proverbial expression used to indicate that someone is out of their element. But while fish don't last very long out of the water, humans who don't know how to swim (or float, at least) fail to last very long in the water, when they're in over their heads and unaided by a flotation device. Great article on pool safety tips. As contractors, we make it a point to inform our customers about swimming pool safety after we finish building each pool. Even families without small children need to be aware of the dangers. Townships and municipalities have strict guidelines about fences around pools and other safety feature requirements but teaching customers about pool safety is the responsibility of the contractor.
Seeing as the majority of accedents happen when parents are watching, I think that a good bit of the resposiblity needs to be left with the parents. The floor of the pool should be non slip. Children and adults have slipped in the pool and drowned. Women have tired and attempted to stand but can not becasue the pool bottom is slippery and have drowned.
Use pool materials for their intended use.
