The principles of landscape design that apply elsewhere in the yard also apply to rock garden design. For example, be sure to vary plant form and texture in your selection and arrangement of plants. I would juxtapose yucca and plants with the same sunlight / water requirements that have a foliage of finer texture, such as Angelina sedum.
Mix in plants such as Pasque flower for additional -- albeit seasonal -- color. And, of course, never underestimate the effect that the appearance and placement of the rocks, themselves have on rock garden design.
